Why proportional resizing matters

Scaling width and height by the same factor prevents stretching and squashing. A 1920×1080 image scaled to 50% becomes 960×540 and remains 16:9.

New width = original width × percentage ÷ 100. New height uses the same factor. Rounding to whole pixels is appropriate for ordinary raster images.
